Needle ice can form when the soil temperature is above 0 °C but the air directly above the soil is below 0 °C. Subsurface water is brought to the surface by capillary action where it freezes. As the ice grows it forms these needle-like columns. Other names for needle ice include frost pillars and frost columns.
