'Sea of clouds' is a term used to describe the appearance, viewed from above, of the upper surface of a layer of cloud that is relatively uniform but showing some undulations, suggestive of waves on the sea. Typically the cloud layer will be Stratocumulus or Stratus, over the sea or in mountain valleys, formed in stable conditions associated with a temperature inversion.
